Foreign Office telegram to Peking No. 283 of 7th October contains the result of the investigations, now completed, into the practic- ability of coercive measures should occasion arise, See my telegram 22nd September. These investiga- tions have proceeded on the assumption that the non-evacuation of Shameen is essential. Given this condition, such is the considered opinion of the naval and military authorities here that it seems that even if Canton Government fail to fulfil their undertaking we shall have no alternative but to continue on present basis unless you can offer any further suggestions. The seriousness of this position is obvious and I fully appreciate it but regret that no other view seems practicable in present circumstances.
